Who should complete this business formality?	Any entity that operates Aircraft transportation business that intends to fly their aircraft across Lao territory. For foreign aircraft that will be flying across Lao territory, such aircraft shall bear the Certificate of Airworthiness as issued by their origin country and shall endorse such Certificate with the Ministry of Public Works and Transportation.
Qualifications needed by the business to get the formality	Such aircraft shall pass the inspection and confirmation that they meet all the Airworthiness Standards and requirements as defined under the applicable International Treaty.
