Inventory of Business Licenses

Any legal entity that intends to invest in the development of the Special Economic Zone established by the Government that has their specific management mechanism that intends to facilitate the investment - including Industrial Cluster, raw material processing, semi-instant product processing, industrial processing for export, technology, and information development zone, service, trade, tourism and entertainment, real-estate, modern mall, transportation service, banking, and finance.

1. The applicant shall be a juristic person;
2. The applicant shall have a stable and strong financial status as inspected and certified by the reliable domestic or foreign financial institution; 
3. The applicant shall have experience and a successful track record as certified and confirmed by the relevant authorities; 
4. The applicant shall never be adjudicated as being bankrupt or imprisoned due to a wrongful and intentional conviction.

Usually, the business activities in the Special Economic Zone are not from the controlled list. For business activities that fall under the controlled list, it is required to have permission from the relevant sector before operating the business. The steps on how to establish the Special Economic Zone are the following:
1. Ministry of Planning and Investment will enter into the Memorandum of Understanding with the applicant to enable them to conduct detailed research and study for the development of the proposed Special Economic Zone for consideration and approval within the maximum period of 18 months; 
2. The holder of this Formality shall establish a project company to manage the Special Economic Zone; provided that the project company shall comply with the required registered capital and capital importation conditions defined for Concession Business in the Investment Promotion Law.
