Inventory of Business Licenses

Any individual, legal entity intending to establish or upgrade to high education or an educational institution ion having an appropriate curriculum in accordance with the field of studies since a high diploma to a bachelor's degree.

The proposal for upgrading to a high education institute needs to meet the 6 required criteria as below:
1. the organization structure: Name, Location, Roles and Responsibilities, Institutional Model, and symbol.
2. the organization chart: having sufficient and efficient human resources and teachers in accordance with the standards defined by the Ministry of Education and Sports.
3. Curriculums: having at least 3 curriculums approved and certified by the Ministry of Education and Sports.
4. Infrastructures: having a standardized institutional building, classrooms, lab, and library as defined by the Ministry of Education and Sports.
5. Facilities: having transportation, school equipment, etc
6: Financial: having funds, finance, and investment in administration and management.

1. the prime minister shall approve all types of the establishment of the high education institution I (national and international levels) as proposed by the Ministry of Education and Sports, and relevant sectors.
2. Minister of Education and Sports shall approve all types of the establishment of high education institution in the regional, provincial, or community levels, and in specific sectors as proposed by the organization and relevant sectors.
3. Minister of Education and Sports declared the Ordinance No. 155/MOES, dated 31 January 2013, prohibition on creating a new curriculum at a bachelor level or higher, and permission on creating a new curriculum at a high diploma or lower.
4. the decision of the Minister of Education and Sports on permission on the establishment of a high education institution, No 8643/MOES, dated 25 December 2017.
5. the Instruction of the High Education Department on the Upgrade of College to Institution, No 242/HE, dated 19 March 2018.
