(1) Size of a private hospital: A Private hospital must have medical equipment, bed, and other requirements as follow: - Level 1: Hospital with big size more than 100 beds highest treatment level - Level 2: Medium hospital with 61 – 100 beds high treatment level - Level 3: Small hospital with 30-50 beds medium treatment level (2) Human resources for private hospital - The director of the medical service of a private hospital invested by the foreign investor must have a local doctor at least 01 people meet with the condition and technical standard and have 10 years of experience. Be a retired person. - Local and Foreign doctors shall have a Healthcare Professional Certificate issued by the Ministry of Public Health - Import of foreign doctors shall not more than 20% of total employees - Hiring employees for a private hospital are as follow: * Level 1: 2,5 – 3 persons/bed, one doctor/4-5 nurses, one doctor/4 beds * Level 2: 2-2, 5-3 persons/bed, one doctor/5 nurses, one doctor/5 beds * Level 3: 1,8-2 persons/bed, one doctor/3-4 nurses, one doctor/5 beds (3) Condition and Standard of a private hospital: - Foreign investor can hold share more than 49% of total shares - A private hospital must locate at least 30 – 50 meters from the community, must have a fence, wastewater system to ensure that the wastewater connect to the wastewater system of the city, have a contaminant disposal system, ensure that there is no pollution will be effected to human and environment nearby - Land area of a private hospital: * Level 1: Land area shall not less than 5,000 m2, the building shall not high more than 5 floors, located in the center of a small city * Level 2: Land area shall not less than 4,000 m2, the building shall not high more than 4 floors, located in the center of a big city * Level 3: Land area shall not less than 3,000 m2, the building shall not high more than 2 floors, located in each district. |

1. Procedures in Operating Private Hospital (Applying for Investment License): - Domestic and foreign individual or legal entities who intend to establish and operate a private hospital are required to comply with the Law on Investment Promotion, other relevant laws. In the procedure, the applicant is required to submit the application and required documents to the Ministry of Planning and Investment. The MPI will then forward those documents to the Ministry of Health in order to seek its consideration. At the same time, the applicant shall submit the documents (defined in attachment 1) to the MOH as well. After the consideration, the MOH will send its comments to the MPI within 8 to 9 official days (if all documents submitted are correct). In the case of the documents are incorrect, the applicant will be informed within 15 official days. - When the applicant received the Investment License form MPI and other documents from relevant sectors, it is required to start the construction of the hospital within 90 days as defined by the regulations. 2. Procedures to Submit the Applications to Operate the Hospital (Ofiicailly open) Upon the completion of the hospital construction, having a full set of medical equipment and personnel, the investor is required to submit the applications (defined by the MOH in attachment 2) to MOH. After that, the MOH will inspect the hospital before issuing the Business Operating License of Private Hospital. |
