Who should complete this business formality?
Individual or legal entity intends to construct the building or other construction which comprise of: 
1. Construction and Installation; 
2. Expansion and Changes in usage goal; 
3. Restoration and Renovation; 
4. Demolish and Restoration  
Qualifications needed by the business to get the formality
1. The construction design must be in accordance with technical standards and comply with the city map and relevant regulations such as master plan, zoning map, and regulation on using specific land including the regulation on the Management of the City and Construction, architectural conservation, environment, and others.
2. Must have Land Title.
3. For those who have land-use right but the Land Title Project has not gone there yet [the authority] will consider on a case by case basis.    
Additional Comment
1. Provincial Governor Administrative Office/Vientiane Capital is the authority to give approval on building level 1 which comprise of a big building with an area of 10,000 square meters, the height is more than 20 meters, it is a controlled building, Industry and Handicraft Factory Plant level 3 and 2, the construction with environmental impact. 
2. The Department of Public Works and Transport of provincial is the authority to give approval on building level 2 which comprise of the medium building with an area of 400 to 10,000 square meters, the height is more than 10 to 20 meters, fuel station in all level, Industry, and Handicraft Factory Plant level 1, construction with environmental impact, telecommunication and communication tower systems, large power pole, large billboard (all types of LED, roadside signage size 2x4 meters and over).
3. Office of Public Works and Transport is the authority to give approval on building construction level 3 which comprise of a small building for a resident with an area, not more than 400 square meters, the height is not more than 10 meters, and small roadside signage (not more than 2x4 meters). 

The relevant authority will inspect the building that they have granted the approval at least 2 times before the completion of the building. After the building is completed the applicant must notify the authority not later than 15 days in order to have a final inspection and issue the accuracy certificate as evidence until such building is changed.
